| Roles of the Field Management Council Points of Contact (FMC POC) |
In general, the FMC POC roles are as follow:
- act as a liaison between his/her organization and the writer to help reach agreement on issues
- set deadlines in his/her organization for receiving comments on Policies and Notices
- consolidate his/her organization’s comments, ensuring that there are no internal conflicting comments. If so, act as a facilitator to resolve conflicting comments before submitting package to the FMC mailbox
- ensure comments submitted by his/her organization are the views of the Secretarial Officer
- submit comment package in a timely manner
- ensure that his/her organization agrees or disagrees on writer’s responses in a timely manner
- remain cognizant of the following process for Policies and Notices:

The draft Policy or Notice with instructions are transmitted to the Field Management Council Points of Contact (FMC POC) for review and comment via the FMC mailbox.
The FMC POC sends comments to the FMC mailbox. The MA-43 analyst then forwards these comments to the writer.

| Comment Resolution |
An agreement must be reached between the FMC POC’s organization and the writer via conversation or in writing.
If an agreement cannot be reached, disagreements must be elevated up the chain of command in the contending organization(s) until a decision is reached. If the issue(s) cannot be agreed upon within that time, then MA-43 will request the writer to prepare a decision paper identifying the unresolved issues, and fairly state the positions of the contending organization(s). MA-43 will request the Deputy Secretary to make a decision on the issue and approve the directive for publication.
