Power Marketing Agencies (PMAs) are to comply with Appendix B, Power Marketing Administration Emergency Management Program. This Order does not apply to transportation activities that are regulated by the U.S. Department of Transportation. This Order does not apply to activities that are regulated by the U.S. Nuclear Regulatory Commission (NRC) or a State under an agreement with the NRC, including activities certified by the NRC under Section 1701, Licensing and Regulation of Uranium Enrichment Facilities, of the Atomic Energy Act of 1954, as Amended. Category 1 and 2 sites (and future sites of the same categories) managed by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) are exempt from DOE Order 151.1D Chg 1.
